A Summary of the Belmont-Carlton Neighborhood Association Meeting
Monday, March 13, 7:00 – 8:30pm
Clark School Library
The meeting was called to order by Chris Gensic, President.
1. Spring Cleaning & Dump or Donate event – March 18
We are organizing a day for spring clean up, indoor and out. A dumpster will be available for trash and a truck for items to donate to the yard sale and organizations supporting people in need. We are also coordinating free pick up at houses using a large truck, and may need labor for this. This will coincide with the neighborhood cleanup day, where we are targeting Moore’s Creek for litter pick up and beautification. We will need to seek property owner permission for stream cleanup. The Parks Department might help by providing free trash bags and picking up the pile of vegetative debris as well.
Also, the Red Cross will host a Bloodmobile. Signup is encouraged.
2. Project / task force updates
Traffic: We have a new engineer, although its possible this position is only for VDOT relations and paperwork, not full engineering. Either way, Chris will ask about the two locations seeking stop signs: Monticello near Douglas, and Rockland and Rialto. Hopefully we can get more sidewalks built, maybe the 501c3 can help. Bolling Avenue between Avon and 6th is experiencing much cut-through traffic, and could use sidewalks to help provide safety and reduce street width, it was added to the sidewalk
Schools / PTO: Plans underway for an April 26 bike safety event at Clark school including free helmet giveaway. Volunteers needed. Contact Chris.
Development: The City is considering lowering the property tax rate. Copies of the City budget are available at City Hall. Some decisions may be affected by the upcoming elections (May 2).Treasury: We have some money in the account to pay for newsletter printing.
Newsletter: Is expected to go into the mail this week. The letter will be bulk mailed to each house. We are seeking a mailing list for the neighborhood, and are still working on the total cost. We may fold and sticker each newsletter to save costs. Ad costs may need to be adjusted for the next edition after final costs for this edition are tallied.
3. Bike Safety Event
event to be held in cooperation with ACCT at Clark School Wednesday, April 26 4-6 pm.
Volunteers are needed to help fit helmets and guide young riders through safe turning and crossing practices.
4. Hazardous Waste amnesty
take old paints, chemicals, batteries, etc. to Ivy “landfill” Sat May 6 for FREE!
5. RWSA
will be meeting with Woolen Mills N.A. to discuss odor at the sewage plant. We are invited to attend. 6:00pm March 13 at Woolen Mills chapel
6. Rivanna Trails
needs help maintaining trail sections along Moore’s Creek in Belmont-Carlton. Frances (frances@spandrel.net) is organizing an April cleanup, and welcomes volunteers.
7. Online store

8. Police close substation at IX
We support finding new location for this, since it improves the neighborhood. Perhaps the Ix Property Owners Association (newly forming?) could split the cost of renting the space to the Police, which would help keep their property safe, too. We understand that a final decision has not been made as to an alternative location.
9. Membership Dues
6 memberships paid dues for 2006.
10. Meadowcreek Parkway
Stratton Salidis made a presentation describing how the project could still be averted. Questions persist about the parkland question, the design of the intersection and the fate of the eastern connector. A public meeting is scheduled for March 23, 4:00 to 7:30 at the Senior Center, Pepsi Place.
11. Neighborhood Block Party
Hal Brindley is leading a discussion for planning a block party for central Belmont.Volunteers and ideas are being sought.
There being no other business, the meeting was adjourned. The next regular meeting of the Belmont-Carlton Neighborhood Association will be April 10 at 7pm in the Clark Elementary School Library.
