Background Information

In October 1994, LDR International Inc. was commissioned by the City of Charlottesville Department of Planning and Community Development to conduct a study of the Bemont Neighborhood. The purpose of this study is to address current conditions, trends and recommend plans for future action. The study has been funded with Community Development Block Grant (CDBG) funds and the recommended plans for future action will be used to guide the development of future CDBG projects, as well as in general future planning of the Belmont Neighborhood by the City.

To guide the consultant’s process, the Belmont Neighborhood Task Force was formed and has met on several occasions to review the progress of the study and to provide input into their recommendations. The Task Force is composed of members of the greater Belmont Community which consists of the North Belmont, South Belmont and Carlton Neighborhoods. Two Task Force Meetings took place, the first on October 8, 1994 and the second on December 20, 1994.

In addition, to regular meetings of the Belmont Neighborhood Task Force, the consultants also:

  1. Conducted one-on-one interviews with neighorhood residents and business people operating in the community;
  2. Spent considerable time observing and recording the existing conditions of the neighborhood; and
  3. Analyzed socio-economic data.
